Government Unveils White Paper to Reform UK Immigration – May 2025

The UK Government has released its long-awaited immigration reform white paper, ‘Restoring Control Over the Immigration System’, setting out bold measures to reduce net migration and reshape the legal immigration routes. At Lumine Solicitors, a leading London-based law firm specialising in UK immigration law, we explain what these changes mean for individuals, employers, and families and how our expert legal team can support you through them.

A Turning Point in UK Immigration Policy

In response to soaring net migration figures, peaking at 906,000 in 2023, the Government is introducing tougher rules on who can come to the UK, how long they can stay, and under what conditions. With a shift toward stricter visa controls, higher salary thresholds, and reduced access to the Skilled Worker route for lower-skilled roles, this new approach is a game-changer for anyone dealing with UK immigration.

Lumine Solicitors, expert solicitors in London, have already begun advising clients on how these changes may affect current or planned applications for work, family, or student visas.

Key Policy Reforms

The white paper outlines several measures aimed at introducing “order, control, and fairness” to the UK immigration system. These include:

1. Raising the Skilled Worker Threshold

The minimum skill level for visa eligibility will revert from RQF Level 3 (equivalent to A-levels) to RQF Level 6 (degree level), effectively eliminating hundreds of lower-skilled occupations from the visa pathway. Salary thresholds are also set to rise significantly.

2. Ending the Social Care Visa Route

Citing widespread abuse and exploitation, the Government will close the social care visa route to new applicants from abroad. Extensions will only be allowed for existing in-country visa holders, with a transition period until 2028.

3. Family & Dependant Rules Tightened

Dependants of workers and students will face stricter conditions, particularly in lower-skilled roles. There will also be new English language requirements across all routes to support integration and economic contribution.

4. Temporary Shortage List

A new “Temporary Shortage List” will replace the current Shortage Occupation List. Occupations below RQF 6 must meet stringent criteria to appear on this list, including a workforce strategy supported by government and skills agencies.

5. Improved Data and Enforcement

A renewed focus on enforcement includes better data collection through digital border systems, stronger penalties for illegal working, and enhanced returns for foreign national offenders and failed asylum seekers.

Legal Implications: What You Should Know

For Employers: These reforms represent a significant tightening of access to overseas labour. Businesses relying on international recruitment, especially in care, hospitality, and construction, should reassess workforce strategies and begin planning for domestic upskilling. Lumine Solicitors in London can assist with sponsor compliance, Skilled Worker license updates, and workforce strategy planning.

For Individuals and Families: Family migration rules are under review, with new thresholds and integration conditions expected to be introduced. Applicants should seek legal advice to understand how the evolving rules may affect their eligibility, particularly for spouses, dependents, and those seeking long-term settlement.

For Students & Graduates: While the Graduate Route remains in place, there are signs of potential future tightening, especially for students at lower-ranked institutions. Sponsors and applicants alike must ensure compliance with updated recruitment and visa conditions.
